Prohibits Department of State and USAID funds from being used for policies, programs, or contracts that knowingly use goods mined, produced, or manufactured wholly or in part in China's Xinjiang Uyghur Autonomous Region or by covered entities linked to forced labor

Secretary of State may grant exceptions if partners provide written assurance they will not use Xinjiang-sourced goods and will develop compliance systems, with 15 days advance notice to congressional foreign affairs committees

Requires the Secretary of State to submit annual reports to Congress for three years detailing any violations, enforcement challenges, and plans to improve compliance

Defines "covered entity" by reference to entities listed under the Uyghur Forced Labor Prevention Act (Public Law 117-78)
