Requires the Administrator of General Services to establish a uniform fee schedule for processing applications to place communications facilities on federal buildings and property within 30 days of enactment

Fees must be based on direct processing costs incurred by agencies and be competitively neutral with fees for similar uses of federal property

Allows exceptions to the fee schedule for competitively neutral categories, public benefit considerations, and to expand broadband internet deployment

Requires all executive agency heads to adopt the uniform fee schedule by regulation within 120 days of its establishment, with exceptions granted only on a case-by-case basis

Supersedes any other fee applicable to communications facility applications under other statutes, with collected fees available only as provided in appropriation acts
