Expands the VA's transportation grant program from only "highly rural" areas to include all "rural" areas, using the USDA's Rural-Urban Commuting Areas (RUCA) coding system to define eligibility

Adds county veterans service organizations and tribal organizations as eligible grant recipients, in addition to the existing state veterans service agencies and veterans service organizations

Increases the maximum grant amount from the previous limit to $60,000 per grant, with an additional allowance up to $80,000 for recipients who must purchase ADA-compliant vehicles

Changes program funding from the fixed $3,000,000 annual authorization (fiscal years 2010-2022) to open-ended "such sums as may be necessary" authorization
