Requires the Secretary of Veterans Affairs to include annual reporting to Congress on the recognition of agents, attorneys, and organizations who assist veterans with benefits claims, including training requirements, application processing costs and timelines, denial rates, and staffing levels

Mandates reporting on the accuracy and update frequency of the VA Accreditation Search database, including verification of contact information and removal of individuals no longer recognized

Establishes an official certification mark registered with the U.S. Patent and Trademark Office to identify VA-recognized claims representatives

Imposes fines and/or imprisonment for fraudulent use of the certification mark to deceive veterans into believing someone is an authorized representative

Requires the VA to annually contact all recognized individuals to update their contact information and ensure the accreditation database remains current, beginning 180 days after the first required report
