Amends the Immigration and Nationality Act to add Palestinian Islamic Jihad and Hamas to the list of terrorist organizations whose members are inadmissible to the United States

Makes any alien who carried out, participated in, planned, financed, provided material support to, or facilitated the October 7, 2023 Hamas attacks against Israel inadmissible to the U.S.

Bars affected individuals from all immigration relief, including asylum, withholding of removal, and Convention Against Torture protections

Requires the Secretary of Homeland Security to submit annual reports to Congress on the number of aliens found inadmissible or removable under these provisions, beginning one year after enactment
