Only women-owned small businesses (WOSBs) formally certified by the SBA Administrator or approved national certifying entities will count toward federal contracting goals for women-owned businesses, excluding self-certified businesses from goal calculations

Self-certified WOSBs that filed certification applications before the effective date will be treated as certified for goal-counting purposes until the SBA or certifying entity makes a final determination on their application

The SBA Administrator must issue implementing regulations within 1 year of enactment, with the new goal calculation rules taking effect on the first day after the end of the second fiscal year following regulation issuance

Quarterly briefings to the House and Senate Small Business Committees are required starting 60 days after enactment, covering application volumes, processing timelines, administrative costs, and outreach efforts

No additional funds are authorized to implement the Act's requirements
