Makes National Guard members injured during State active duty eligible for VA hospital care and medical services to treat the disability and any resulting conditions

Requires retired pay for State active duty disabilities to be reduced to prevent duplication with other Federal or State benefits for the same disability

Limits VA health care under this provision to amounts provided in advance through appropriations Acts

Requires individuals to exhaust all claims against third parties, including health insurance plans, before receiving VA reimbursement for care related to State active duty injuries
