Secretary of Homeland Security must establish a one-year pilot program within one year of enactment to prevent and mitigate vehicle-based terrorism attacks

Program requires developing uniform standards for information collection by rental agencies, providing threat assessments on large vehicles, and distributing guidance for suspicious activity reporting and employee training

Secretary may establish procedures for checking rental/sale information against an unclassified watch list and notifying the FBI of transactions involving covered vehicles (trucks, tractors, trailers, buses, semitrailers, or vans capable of transporting more than 15 passengers)

Joint reports to Congress required every 120 days assessing privacy/civil liberties impacts and program effectiveness; a separate study due within 18 months examining coordination with rental car and ride-sharing companies

Dealers and rental companies are exempt from liability for actions taken in accordance with the pilot program
