Limits environmental review of certain collaborative forest management activities to only two alternatives: the proposed action or no action, streamlining the National Environmental Policy Act (NEPA) process

Applies to forest management on lands suitable for timber production that meet criteria including: designation under the Healthy Forests Restoration Act, development through a collaborative process, proposal by a resource advisory committee, or coverage by a community wildfire protection plan

Requires the "no action" alternative analysis to evaluate effects on forest health, wildfire potential, insect/disease potential, habitat diversity, timber production, and potential losses of life and property

Mandates consideration of downstream consequences of inaction, including impacts on domestic water supply, wildlife habitat loss, and economic and social factors

Covers both National Forest System lands (Secretary of Agriculture) and public lands (Secretary of the Interior)
