Amends the Agricultural Credit Act of 1978 to allow the Secretary of Agriculture to implement watershed restoration measures that exceed the level needed to address immediate impairment, if such measures protect against repetitive damage and are cost-effective.

Requires the Secretary of Agriculture to submit a national agriculture flood vulnerability report to Congress within 2 years, analyzing economic losses from crop and livestock flooding, downstream effects of mitigation activities, and available flood risk data.

Increases the federal cost-share for rehabilitation of aging watershed structures from 65 percent to 90 percent under the Watershed Protection and Flood Prevention Act.

Exempts rehabilitation projects from certain planning requirements that apply to other watershed projects under section 14 of the Watershed Protection and Flood Prevention Act.
