Authorizes the National Medal of Honor Museum Foundation to establish a commemorative monument honoring Medal of Honor recipients within the Reserve area of the National Mall, near the Lincoln Memorial

Overrides the standard prohibition in 40 U.S.C. 8908(c) that restricts new commemorative works in the Reserve, while maintaining all other requirements of the Commemorative Works Act

Named after Hershel "Woody" Williams, the last living World War II Medal of Honor recipient, who died in 2022 and lay in honor at the U.S. Capitol

Builds on Public Law 117-80, passed unanimously by Congress in 2021, which originally authorized the monument on federal land in the District of Columbia but not specifically within the Reserve
