Directs the United States to sign the Treaty on the Prohibition of Nuclear Weapons and work with other nuclear-armed nations toward verifiable, irreversible elimination of all nuclear weapons worldwide

Requires Presidential certification to Congress that all nuclear-armed countries have begun verified weapons elimination before triggering funding transfers

Redirects nuclear weapons program funding to climate crisis initiatives, including clean renewable energy development and conversion of nuclear weapons facilities and retraining of industry employees

Allocates transferred funds to human and infrastructure needs including health care, housing, education, agriculture, environmental restoration, and long-term radioactive waste monitoring

Requires the U.S. to actively promote policies encouraging all other countries to join similar climate and disarmament commitments
