Transfers all Endangered Species Act authority over anadromous fish (spawning in fresh/estuarine waters, migrating to ocean) and catadromous fish (spawning in ocean, migrating to fresh/estuarine waters) from the Secretary of Commerce/National Marine Fisheries Service to the Secretary of the Interior

Allows final administrative determinations made by NMFS within 3 years prior to the transfer to be reconsidered upon request to the Secretary of the Interior, with reconsideration requests due within 365 days of transfer completion

Preserves all existing orders, permits, contracts, licenses, and other legal documents issued under the transferred functions until modified or revoked through proper channels

Ensures pending proceedings, applications, and lawsuits continue uninterrupted, with the Department of the Interior substituted as the appropriate party where applicable

Amends the Endangered Species Act of 1973 to add formal definitions for "anadromous species" and "catadromous species" and updates the definition of "Secretary" to mean the Secretary of the Interior for these species
