Establishes the Agriculture Climate Scientific Research Advisory Committee within USDA's Office of the Chief Scientist, composed of 18 members including agency heads and appointed experts, to develop national agriculture climate research priorities and provide recommendations on carbon sequestration, soil health, livestock methane, and climate-smart practices

Creates the Rural Climate Alliance Network administered through USDA Climate Hubs to coordinate climate research, data sharing, and technical assistance for agricultural producers, connecting universities, extension services, Indian Tribes, nonprofits, and existing federal research programs

Requires the Advisory Committee to develop a biennial national research agenda, evaluate climate-specific agricultural research effectiveness every 5 years, and establish standardized data collection protocols for agriculture climate programs

Mandates a report to Congress within 1 year describing climate mitigation and resilience research needs, technical assistance gaps for rural communities, soil carbon sequestration baselines, and challenges faced by agricultural producers related to climate change

Authorizes the Network to provide training programs, develop communication tools in regionally appropriate languages, and enter into cooperative agreements with community-based organizations to deliver climate adaptation and mitigation assistance to farmers, ranchers, and rural communities
