Requires the Secretary of Veterans Affairs to repay veterans the full amount of benefits misused by a fiduciary, regardless of whether VA negligence contributed to the misuse

Mandates the VA make good faith efforts to recoup misused funds from the offending fiduciary, with any recovered amounts promptly remitted to the beneficiary

Allows payment to survivors under existing VA succession rules if the veteran dies before receiving reimbursement, but prohibits payment to the fiduciary who committed the fraud

Caps total reimbursement at the actual amount misused and prohibits the VA from delaying reimbursement while conducting internal negligence reviews

Amends Section 6107 of Title 38, U.S. Code, to strengthen veteran protections in the VA's fiduciary program
