Prohibits taking any endangered or threatened species for a trophy within the United States and its territorial waters by amending the Endangered Species Act of 1973

Bans importation of trophies from any endangered or threatened species into the United States, closing a gap where threatened species previously lacked automatic protections

Removes the Secretary's authority to issue permits for trophy hunting or trophy imports of any species listed under the Endangered Species Act

Defines "trophy" as a whole dead animal or recognizable part/derivative obtained under a hunting license or authorization from any state, foreign government, or private landowner

Maintains existing antique exemptions, allowing the import prohibition exception for antique items containing parts of listed species
