Prohibits the use of any U.S. Armed Forces funds for military operations to invade or seize territory from Canada, Panama, or Greenland without a congressional declaration of war, specific statutory authorization, or a national emergency from an attack on the U.S.

Limits military action during a national emergency to a 60-day period from the date U.S. forces are introduced into hostilities or situations with imminent hostility involvement.

Reaffirms U.S. commitment to rules-based international order, democratic values, honoring alliances and partnerships, and opposing territorial aggression.

Exempts covert activities approved under Section 503 of the National Security Act of 1947 from the bill's restrictions.
