Designates America's National Churchill Museum at Westminster College in Fulton, Missouri (including the Winston Churchill Memorial already on the National Register of Historic Places) as a National Historic Landmark

Authorizes the Secretary of the Interior to enter cooperative agreements with public or private entities to protect historic resources and provide educational and interpretive programs at the landmark

Permits the Secretary to provide technical and financial assistance to cooperative agreement partners

Requires the Secretary to conduct a special resource study evaluating the landmark's national significance and determining suitability for designation as a unit of the National Park System, with a report due to Congress within 3 years of funding

Explicitly preserves property owners' rights and existing administration by Missouri, Fulton, and Westminster College, with no restrictions imposed by the landmark designation
