Requires a two-thirds supermajority vote in both the House and Senate to consider any legislation that would reduce benefits administered by the Social Security Administration or Centers for Medicare and Medicaid Services

Exempts Medicare Advantage payment reductions from the supermajority requirement, but only if the savings are redirected to increase other Medicare payments by an equal or greater amount

Assigns the Office of the Chief Actuary of the Social Security Administration sole authority to determine whether proposed legislation would result in benefit reductions subject to this rule
