Amends the HUD-VASH program to expand eligibility for rental assistance to veterans who are homeless, at risk of homelessness, or currently receiving other housing assistance that may be less appropriate for their needs

Requires case managers to prioritize vulnerable homeless veterans with chronic mental illness, substance abuse disorders, or physical disabilities when assigning services

Prohibits HUD, public housing authorities, and property owners from revoking rental assistance or evicting veterans solely for refusing or having suspended case management services

Mandates annual reports from VA and HUD to Congress on HUD-VASH program metrics including voucher utilization rates, case manager staffing ratios, veteran demographics, and barriers to voucher use

Requires GAO to submit a report within one year assessing case management quality, case manager recruitment and retention, and housing stability metrics for veterans in federal housing assistance programs
