Amends the Immigration and Nationality Act to make noncitizens inadmissible and deportable if convicted of, or admitting to, defrauding the U.S. government or unlawfully receiving public benefits

Covered offenses include SNAP benefit fraud, Social Security card fraud, theft/bribery involving federal programs, identification document fraud, major fraud against the U.S., mail fraud, and conspiracy to defraud

Applies to both federal public benefits and state/local public benefits as defined under the Personal Responsibility and Work Opportunity Reconciliation Act of 1996

Bars affected noncitizens from any form of immigration relief, including relief under the Nicaraguan Adjustment and Central American Relief Act (NACARA)
