Requires the VA Secretary to publish guidance and best practices on the Department website for entities seeking grants for comprehensive service programs for homeless veterans

Mandates at least two online information sessions after each funding notice announcement and before the application deadline

Each information session must last at least one hour and include Q&A opportunities about the grant application process

Sessions must explain specific language in the grant application and provide information about other sources of assistance for applicants

Amends Section 2011(e) of title 38, United States Code, to add these new process requirements to existing grant application provisions
