Establishes a VA program to provide veterans and certain former Armed Forces members with free firearm lockboxes or redeemable vouchers for secure firearm storage devices upon request

Lockboxes must be U.S.-manufactured, comply with ASTM F2456-20 safety standards, and are prohibited from resale

Requires the VA Secretary to develop and publish an informational video on secure firearm storage as a suicide prevention strategy, in consultation with partner organizations

Mandates annual reports to Congress detailing program operations, number of items and vouchers distributed, outreach efforts to non-enrolled veterans, and planned improvements

Authorizes $5 million annually for fiscal years 2026-2036 and explicitly prohibits using the program to track firearm ownership, require registration, or affect lawful gun ownership rights
