Applies to wind and solar energy projects on federal lands administered by the Secretary of the Interior, including Bureau of Land Management and National Forest System lands not otherwise excluded from development

Grandfathers projects that applied for right-of-way permits on or before December 19, 2016, allowing owners to pay pre-2016 rent and fee rates rather than rates established under the BLM's competitive leasing rule

Beginning January 1, 2026, distributes revenues from wind and solar projects (bonus bids, rentals, fees, and payments) in four equal 25% shares: to the state where revenue is derived, to affected counties, to the Secretary for renewable energy permit processing, and to a new conservation fund

Establishes the Renewable Energy Resource Conservation Fund to distribute money to federal, state, local, and tribal agencies for habitat restoration, wildlife corridor protection, wetland preservation, and improving recreational access to federal lands affected by renewable energy development

Requires annual reports to Congress detailing amounts collected, payments made, and fund balances; specifies that fund revenues are intended to supplement rather than replace existing appropriations
