Establishes the "Arctic Watcher Program" within the Department of State, coordinated with the Department of Defense, to monitor security, military, economic, cyber, scientific, and political developments in the Arctic region

Requires assignment of "Arctic Watchers" to at least 3 posts in European countries and at least 1 post in North American countries with significant Arctic interests, with policy guidance from the Ambassador-at-Large for Arctic Affairs

Directs the program to combat Chinese, Russian, and other foreign malign influence campaigns in the Arctic that threaten U.S. national security, European security, and Indo-Pacific security

Mandates annual reporting to Congress within 180 days of enactment, including details on Arctic Watcher assignments, responsibilities, and strategies developed by chiefs of mission

Authorizes $10,000,000 for fiscal year 2025 and each fiscal year thereafter to carry out the program
