Amends eligibility requirements for the Edith Nourse Rogers STEM Scholarship by removing one qualifying criterion and reducing credit hour thresholds from 60 to 45 credits and from 90 to 67.5 credits

Establishes priority for scholarship recipients: first to individuals who have used the most months of their GI Bill educational assistance, second to those pursuing post-secondary education with a declared STEM major

Requires recipients to exhaust all other GI Bill educational assistance before using STEM Scholarship benefits

Extends limits on certain VA pension payments from November 30, 2031 to March 31, 2033
