Establishes a Space National Guard as the reserve component of the Space Force, initially limited to 7 states: Alaska, California, Colorado, Florida, Hawaii, New York, and Ohio

Transfers 14 existing Air National Guard space-related units (warning squadrons, electromagnetic warfare squadrons, intelligence squadrons, and command/control units) to the new Space National Guard

Creates a Director of the Space National Guard position at the rank of Brigadier General, reporting to the Director of the Air National Guard

Prohibits additional personnel, facilities, or construction beyond what is transferred from existing Air National Guard space operations

Requires implementation within 1 year and mandates congressional briefings every 90 days initially, then annually for 5 years on missions, personnel, and budget status
