Amends the Federal Funding Accountability and Transparency Act of 2006 to require "other transaction agreements" (OTAs) to be reported on USAspending.gov, with automatic data transmission and a centralized view required within 3 years of enactment

Mandates annual reports on unreported federal spending, including the total amount not posted to USAspending.gov and reasons for exclusion (national security/classified, legislative/judicial branch awards, or subawards below primary level)

Requires the Secretary of the Treasury to publish a detailed report listing all OTAs within 1 year if automatic reporting is not yet operational, and submit an implementation plan to Congress within 2 years showing progress and planned actions

Establishes biennial Inspector General reporting requirements for major federal agencies (per 31 U.S.C. 901(b)) on data quality and completeness, continuing for 10 years after enactment

Directs GAO to recommend updates to Federal Acquisition Regulation clause 52.204.10 within 1 year to incorporate the new transparency requirements
