Requires federal officials to proactively search public records to verify that individuals being interred in National Cemetery Administration cemeteries or Arlington National Cemetery are not disqualified due to federal or state capital crimes

Amends the Alicia Dawn Koehl Respect for National Cemeteries Act to clarify that disinterment authority applies to burials conducted on or after the original law's enactment

Directs the Secretary of Veterans Affairs to disinter the remains of George E. Siple from Indiantown Gap National Cemetery

Requires the VA Secretary to notify George E. Siple's next-of-kin of the disinterment and either release the remains to them or arrange for appropriate disposition if next-of-kin is unavailable
