Members of Congress would have their salaries held in escrow if their chamber fails to pass a concurrent budget resolution for the next fiscal year by April 15

The escrow period begins April 16 and continues until the chamber passes a budget resolution or until the last day of the Congress, whichever comes first

Escrowed funds would be released to members at the end of the Congressional session to comply with the 27th Amendment prohibition on varying congressional compensation mid-term

The Secretary of the Treasury must assist payroll administrators in implementing the escrow requirements

Applies to fiscal year 2026 and all subsequent fiscal years, covering all Members of Congress including Delegates and Resident Commissioners
