Requires the Secretary of Veterans Affairs to provide dental care to veterans as a standard medical benefit, removing current restrictions that limit dental services to specific eligibility categories

Implements phased eligibility over four years based on VA priority groups: currently eligible veterans receive coverage immediately upon enactment, with subsequent groups gaining access at one-year intervals

Veterans in priority groups 1-2 become eligible one year after enactment; groups 3-4 at two years; groups 5-6 at three years; and groups 7-8 at four years

Amends Title 38, United States Code by striking existing dental care eligibility restrictions in sections 1710, 1712, and 2062

Authorizes the Secretary to furnish dentures and dental appliances and to procure such items from non-VA sources
