Allows military disability retirees with combat-related disabilities to receive both their full military retired pay and VA disability compensation simultaneously, eliminating the current offset that reduces retired pay dollar-for-dollar

Amends Title 10, United States Code sections 1413a and 1414 to exempt combat-related disability retirees from the reduction requirements under Title 38 sections 5304 and 5305

Applies specifically to members or former members of uniformed services entitled to retired pay under Chapter 61 (disability retirement) who also qualify for veterans' disability compensation for combat-related disabilities

Takes effect on the first day of the first month following enactment, applying to all payments for months beginning on or after that date
