DHS Office of Partnership and Engagement must conduct a public service announcement campaign to educate the public and international allies about transnational repression, terrorism threats related to it, and resources for victims, including how to anonymously report suspected acts to the FBI

Campaign materials must be produced in multiple languages as determined relevant by the Secretary of Homeland Security

Within one year of enactment, DHS must conduct research and development on technologies and techniques to help federal, state, local, tribal, and territorial officials counter transnational repression, while adhering to constitutional and civil liberties protections

Defines transnational repression as foreign government actions including coercion, harassment, digital or physical threats, efforts to suppress First Amendment rights, and extrajudicial killings that occur in the U.S. or target U.S. persons

Amends the Homeland Security Act of 2002 by adding Section 890E
