Extends the eligibility period for "beginning farmer or rancher" and "veteran farmer or rancher" status from 5 crop years to 10 crop years under the Federal Crop Insurance Act

Increases premium subsidy benefits with a graduated scale: 15 percentage points above standard rates for years 1-2, 13 points for year 3, 11 points for year 4, and 10 points for years 5-10

Replaces the previous flat 10 percentage point premium subsidy increase with the new tiered structure that provides higher support in early years and phases down over time

Amends multiple sections of the Federal Crop Insurance Act (7 U.S.C. 1502 and 1508) to implement these changes for both beginning and veteran farmers and ranchers
