Imposes mandatory sanctions on Chinese provincial, municipal, and other law enforcement departments, including specifically the Xinjiang Uyghur Autonomous Region and Fujian police departments, as well as senior leadership of these entities

Blocks all U.S. property and financial transactions of foreign persons establishing or maintaining Chinese police presence in the U.S., or acting under direction of Chinese Public Security Bureaus or the United Front Work Department

Makes employees of designated Chinese police entities, their immediate family members (spouse, parent, sibling, adult child), and associates inadmissible to the U.S., with immediate revocation of any existing visas

Prohibits federal agencies from participating in any investigation not initiated by the U.S. government involving sanctioned persons, unless the President determines participation is vital to health, safety, and well-being of U.S. citizens

Allows President to grant case-by-case waivers for up to 30 days with certification to Congress at least 15 days in advance that the waiver is vital to national security interests
