Transfers approximately 44,950 acres to be held in trust for the Moapa Band of Paiutes and 3,156 acres for the Las Vegas Paiute Tribe, with gaming prohibited on these lands and existing utility rights-of-way preserved

Designates approximately 1.7 million acres of new wilderness areas in Nevada, including the 1,276,246-acre Southern Paiute Wilderness, 91,963-acre Gates of the Grand Canyon Wilderness, and 72,942-acre Mount Stirling Wilderness, plus expansions to existing wilderness areas

Establishes nine Special Management Areas totaling approximately 358,954 acres to replace the Ivanpah Area of Critical Environmental Concern, protecting desert tortoise habitat while allowing management flexibility consistent with the Clark County Multiple Species Habitat Conservation Plan

Creates four off-highway vehicle recreation areas covering approximately 117,576 acres in Laughlin, Logandale Trails, Nelson Hills, and Sandy Valley, withdrawn from mineral development

Authorizes land conveyances to local governments for public purposes including Boulder City, Mesquite watershed protection, Clark County fire and police facilities, Moapa Valley Water District infrastructure, North Las Vegas fire training, and expands the Las Vegas disposal boundary for potential addition of up to 25,000 acres
