Director of the Working Group to be appointed by the Director of Homeland Security Investigations, with required staffing including at least one employee dedicated to privacy law compliance

Requires annual threat assessments for seven years to be submitted to Congress, including quantitative analysis of incidents, identification of responsible foreign governments, and federal disruption efforts

Mandates information sharing with Federal, State, local, Tribal, and territorial partners and the National Network of Fusion Centers on transnational repression threats

Working Group terminates seven years after enactment; all activities must comply with constitutional protections, privacy laws, and civil liberties, and may not infringe on lawful free speech by U.S. persons
