Prevents removal of Russia from International Traffic in Arms Regulations and prohibits the Bureau of Industry and Security from lifting export controls on Russia

Prohibits any information or intelligence sharing with Russia

Requires the President to submit annual compliance reports to the House and Senate Committees on Foreign Affairs/Relations, Armed Services, and Judiciary
