Exempts "less-than-lethal projectile devices" from federal firearm restrictions under Title 18, defining them as devices that cannot fire standard ammunition or projectiles exceeding 500 feet per second, are designed not to cause death or serious bodily injury, and cannot accept standard ammunition feeding devices

Removes less-than-lethal projectile devices and their cartridges from the federal firearms and ammunition excise tax under Section 4181 of the Internal Revenue Code

Excludes qualifying less-than-lethal projectile devices from regulation under the National Firearms Act

Requires the Attorney General and Treasury Secretary to make classification determinations on whether devices qualify within 90 days of receiving a manufacturer's request

Mandates the Treasury Secretary to maintain and annually update public lists of qualifying less-than-lethal devices and submit annual reports to the House Ways and Means Committee and Senate Finance Committee
