Requires documentary proof of U.S. citizenship to register to vote in federal elections, accepting REAL ID-compliant identification, valid U.S. passport, military ID with service record showing U.S. birthplace, or government photo ID combined with certified birth certificate, naturalization certificate, or other citizenship documents

Mandates states establish programs within 30 days of enactment to verify citizenship status using Department of Homeland Security SAVE system, Social Security Administration records, state DMV databases, or other federal sources

Requires federal agencies to respond to state election officials' citizenship verification requests within 24 hours and prohibits charging fees for such requests

Creates criminal penalties for election officials who register applicants without documentary proof of citizenship and for executive branch employees who provide material assistance to noncitizens attempting to register or vote

Directs states to remove noncitizens from voter rolls upon receipt of documentation or verified information, and requires the Secretary of Homeland Security to notify state election officials when individuals become naturalized citizens
