Establishes annual emergency relief program for livestock producers with herds adversely affected by Mexican gray wolves, funded through existing emergency relief funds

Requires the Secretary of Agriculture to develop a relief formula within 180 days considering herd size, confirmed depredations, increased management costs, decreased birth rates, and prevention practices

Mandates consultation with Farm Service Agency, Animal and Plant Health Inspection Service, and U.S. Fish and Wildlife Service in administering the program

Requires annual reports to House and Senate Agriculture Committees detailing emergency relief amounts distributed and number of producers receiving assistance
