Amends the Food Security Act of 1985 to add definitions for "habitat connectivity" (degree to which landscapes facilitate native species movement among seasonal habitats) and "big game species" (deer, elk, pronghorn, wild sheep, and moose)

Expands the Regional Conservation Partnership Program to include restoration and enhancement of wildlife habitat connectivity and wildlife migration corridors, with a focus on big game species, as critical conservation areas

Allows producers with grassland enrolled in the Conservation Reserve Program to receive cost-share payments through the Environmental Quality Incentives Program and Conservation Stewardship Program for planning, design, materials, equipment, installation, labor, management, maintenance, or training on ecologically significant land

Increases the payment limitation for rental payments under the Conservation Reserve Program from $50,000 to $125,000

Authorizes research and extension grants to study virtual fencing technology adoption barriers and its effects on natural resources, including sensitive riparian areas and crucial winter range habitats for big game species
