Directs the Secretary of Agriculture to establish a demonstration project allowing Tribal entities (Indian reservations, Tribes, and Tribal organizations) to enter into self-determination contracts to purchase agricultural commodities under the Commodity Supplemental Food Program (CSFP)

Requires purchased commodities to be domestically produced, of similar or higher nutritional value than existing food packages (or have Tribal significance), and not materially increase food amounts beyond CSFP Guide Rate limits

Authorizes $5,000,000 for the demonstration project, to remain available until expended, with only funds appropriated in advance eligible for use

Requires the Secretary to consult with Tribal entities on participation processes and select participants based on successful program administration and capacity to purchase agricultural commodities

Authorizes $1,200,000 annually for fiscal years 2026-2029 for USDA contract officers and program staff to administer Tribal self-determination contracts, with annual reporting to Congress required
