Requires the Secretary of Agriculture (USFS lands) and Secretary of the Interior (BLM lands) to issue regulations within 1 year allowing grazing permit holders to carry out minor range improvements with 30 days advance notice to district rangers or field managers

Minor range improvements proceed automatically if the district ranger or field manager approves or fails to respond within the 30-day notice period

Defines minor range improvements as improvements to existing fences, fence lines, wells, water pipelines, and stock tanks

Mandates federal agencies respond to permittee requests for range improvements within 30 days and expedite approved improvements using available administrative tools including categorical exclusions

Applies to both U.S. Forest Service grazing permits and Bureau of Land Management grazing permits and leases
