Requires detention notices to include the date of detention, specific reason for detention, anticipated length, description of tests to be conducted, and information that could accelerate disposition

Allows importers to transport detained merchandise to a non-U.S.-controlled location within 10 days of notice if they request transfer, pay demurrage and storage fees, and provide a bond for removal

Mandates the Secretary release or seize detained merchandise within 30 days; failure to act within this period constitutes a deemed seizure

Establishes administrative review process allowing importers to challenge seizures, with 30-day decision deadline, and provides for judicial review in federal district court if the Secretary affirms seizure or fails to respond
