Requires states, local governments, and Indian tribes to exclude VA service-connected disability compensation when calculating income to determine eligibility for low and moderate income housing programs under the Housing and Community Development Act of 1974

Amends Section 102(a)(20) of the Housing and Community Development Act of 1974 (42 U.S.C. 5302(a)(20))

Directs the Comptroller General to submit a report to Congress within 1 year examining how service-connected disability compensation is treated across all HUD-administered programs

Report must identify inconsistencies in treatment of disability compensation across HUD programs and provide legislative recommendations to better serve veteran populations and under-served communities
