Reports must include data on officers intentionally targeted due to their status, coordinated attacks, ambush incidents, and analysis of Federal/State/local responses and training programs

Requires analysis of the Patrick Leahy Bulletproof Vest Partnership's effectiveness in distributing protective gear and any limitations in the program

Mandates evaluation of implementing new Uniform Crime Reporting System categories for aggressive actions and trauma-inducing incidents against officers that currently go unreported

Reports must assess mental health resources available to officers, usage rates of existing programs, and need for mental health screening within law enforcement agencies
