Amends the Gun-Free School Zones Act to allow qualified current and retired law enforcement officers authorized under LEOSA (sections 926B and 926C) to carry concealed firearms in school zones

Extends LEOSA concealed carry rights to National Park System units and overrides Department of Interior regulations that would otherwise restrict such carry

Preserves state and local authority over concealed carry on common carrier transportation property (land, rail, water) and property open to the public, even for LEOSA-qualified officers

Expands firearms qualification options for retired officers to include standards from their former agency, their state of residence, any law enforcement agency in their state, or any certified firearms instructor in their state, with qualification periods of 12-36 months depending on state requirements

Permits qualified current and retired law enforcement officers to carry firearms in Facility Security Level I and II federal civilian public access facilities, which were previously restricted
