Establishes presumptive service connection for VA disability benefits for veterans who served at least 5 years in military firefighting or damage control roles

Covers 16 specified diseases including heart disease, lung disease, brain cancer, leukemia, lymphoma, multiple myeloma, bladder cancer, kidney cancer, reproductive system cancers, digestive system cancers, colon cancer, liver cancer, skin cancer, lung cancer, and breast cancer

Requires the disease to manifest within 15 years of separation from active duty and reach at least 10% disability rating to qualify

Allows the VA Secretary to add additional diseases through regulation if they demonstrate positive association with firefighting

Amends Title 38, United States Code by adding new section 1120A to chapter 11, subchapter II on service-connected disability compensation
