Authorizes pilots to present airman certificates (including medical certificates) to FAA inspectors in either physical original format or as digital copies stored on electronic devices or cloud storage platforms

Permits use of mobile certificates issued by the FAA Administrator as valid proof of certification during inspections

Amends Section 44703 of title 49, United States Code, to add provisions for acceptable certificate formats

Requires the FAA Administrator to update regulations in part 61 of title 14, Code of Federal Regulations, to implement the new digital certificate provisions

Takes effect 1 year after enactment, at which point the FAA must apply the updated certificate acceptance standards
